All-electric knockdown rebuilds: Victoria’s 2027 rules
Planning a Melbourne knockdown rebuild for 2027? Check how the all-electric rules affect the replacement home before agreeing on demolition and service arrangements.
Upcoming change: 1 January 2027
Victoria’s published requirements cover new homes and most new commercial buildings, including full knockdown rebuilds, from 1 January 2027. They apply to building permits issued from that date. Earlier permits and a written substantial-design-progress certification may allow a different outcome. Industrial and agricultural buildings are outside these requirements; the official guidance lists further exceptions.
What this means for your project
Removing an old gas-connected home and designing its replacement are separate decisions. Ask your surveyor which rules apply to the new building, then have the designer and licensed trades coordinate services. An old connection does not establish permission for gas in a replacement home. Our practical recommendation is to resolve the new-home service plan before comparing demolition scopes, so the retained and removed infrastructure is clearly documented.
Questions before you commit
- Which building permit and transition provisions apply to the replacement home?
- Who coordinates gas disconnection and the proposed electricity supply?
- What existing services, access and infrastructure must remain available during the project?
Bring these questions to your appointed project team. Exccell can discuss the demolition boundary and inspection scope; the responsible professionals must confirm the design, approvals and specialist work for your address.
