NCC 2025 in Victoria: checks before a rebuild

Preparing a replacement home after demolition? Confirm the applicable National Construction Code edition and design evidence with your building surveyor.

In effect: adoption from 1 May 2026

The Building and Plumbing Commission identifies 1 May 2026 as Victoria’s NCC 2025 adoption date. Its guidance also explains a possible section 10(2) exemption for designs substantially progressed before that date, exercised by the relevant building surveyor with regard to Minister’s Guideline MG-13. Some specific provisions have separate transition arrangements.

What this means for your project

Do not use the demolition date alone to decide the code edition for the replacement dwelling. Prepare a record of design contracts, drawing revisions and planning applications, and ask the surveyor for a written project-specific position. For demolition procurement, the useful output is an agreed handover brief: what is removed, what is protected, and which documents the new builder needs. A demolition quote cannot certify compliance of the future building.

Questions before you commit

  • Has the surveyor confirmed the applicable code edition and any exemption?
  • Do all tenderers have the same current drawings and retained-feature plan?
  • Have design changes altered the slab, footing or site-clearing scope?

Bring these questions to your appointed project team. Exccell can discuss the demolition boundary and inspection scope; the responsible professionals must confirm the design, approvals and specialist work for your address.
