Melbourne townhouse planning changes: demolition checks

Review the Townhouse and Low-Rise Code before planning demolition for a multi-dwelling development. Faster assessment pathways still require property-specific checks.

Updated code: 24 September 2026

The Townhouse and Low-Rise Code introduced a deemed-to-comply pathway at clause 55 for relevant development up to three storeys. The Department of Transport and Planning records further clarity and consistency updates through Amendment VC315 on 24 September 2026. Its guidance says a planning permit is still required for the covered developments in residential zones. Earlier applications can be subject to transitional provisions.

What this means for your project

A planning pathway is not permission to clear every feature on a block. Before commissioning demolition, ask the planner to identify the approved drawings, retained trees and site constraints. Give the demolition contractor a marked removal boundary rather than an early concept image. We recommend keeping the existing-condition record beside the proposed site plan so driveway access, material removal and retained features can be discussed against the same documents.

Questions before you commit

  • Which planning provisions and amendment dates apply to this application?
  • Which buildings, trees and site features are shown for retention?
  • Have planning conditions been reconciled with demolition and access arrangements?

Bring these questions to your appointed project team. Exccell can discuss the demolition boundary and inspection scope; the responsible professionals must confirm the design, approvals and specialist work for your address.
