Water-efficiency changes for Victorian rebuild planning

Planning a rebuild or wet-area renovation? Include the upcoming plumbing efficiency standards in the design discussion before selecting fixtures and removal boundaries.

Upcoming change: 1 March 2027

Planning Victoria reports that the finalised Plumbing Amendment Regulations 2026 commence on 1 March 2027. They raise efficiency requirements for specified fixtures in new and existing buildings. The published guidance covers regulated work above $750 and explains exclusions and exemptions. The requirements differ by fixture and building use; ask the appointed plumber which provisions apply.

What this means for your project

The demolition discussion should identify what will be retained in a kitchen, bathroom or laundry and what licensed trades need to isolate or replace. Product selection belongs with the designer and plumbing practitioner, rather than being inferred from a demolition allowance. We recommend a room-by-room scope schedule with a retain/remove column and a named trade responsible for each connection. That gives the strip-out contractor and fit-out team a shared brief.

Questions before you commit

  • Which proposed plumbing work falls within the new requirements?
  • Has the plumber checked fixture ratings and any applicable exemption?
  • Are retained services and replacement work clearly separated from demolition?

Bring these questions to your appointed project team. Exccell can discuss the demolition boundary and inspection scope; the responsible professionals must confirm the design, approvals and specialist work for your address.

BOOK AN INSPECTION

An inspection request begins a scope discussion; it does not confirm a quote, approval or work start date.
